Narain Singh Chaura, a former Khalistani militant with a history of UAPA and Explosives Act charges, fired upon former Punjab deputy CM Sukhbir Singh Badal. Chaura, linked to Babbar Khalsa and involved in the 2004 Burail jailbreak, had been acquitted in multiple cases. Police records indicate his association with terrorist groups and a plot targeting Badal and other officials.
