Police suspect the Nov 24 violence in Sambhal was orchestrated by absconding gangster Shariq Satha, linked to Dawood and Pakistan’s ISI. Unusual money transfers and foreign-made cartridges were found, indicating his involvement. Shariq, who has 54 cases against him, is wanted in multiple states and fled to Dubai in 2020 using a fake passport.
